True or not? 99% heat rejection film !?

They will always claim about high UV protection or Infrared protection rate to say it can reduced the heat to 99% while the one you need to take a look in reality is Total Solar Energy Rejected (TSER) rate, please just take below note !
1. Solar energy consists of 3 parts
- 53% Infrared radiation (IR)
- 3% Ultraviolet  (UV)
- 44% Light
2. If you need to check how much heat reduction it can be, you must take a look at Total Solar Energy Rejected (TSER), not only IR % or UV 
3. The displayed TSER value must be tested by international standard: ASHRAE / AIMCAL / ASTM in order that it can be reliable
